Available Position
Infrastructure Engineer
The Infrastructure Engineer will provide technical leadership for the renovation and expansion of 25 health facilities, comprising 18 Health Centers, 3 Primary Hospitals and 5 General Hospitals.
Key Responsibilities
The successful candidate will:
- Coordinate infrastructure renovation and expansion activities across project sites.
- Review engineering drawings, technical specifications, Bills of Quantities and construction methodologies.
- Ensure compliance with Ethiopian building standards and Ministry of Health infrastructure requirements.
- Conduct regular site inspections and monitor construction quality.
- Coordinate with supervising consultants to resolve technical issues.
- Monitor contractor performance, schedules and project milestones.
- Review contractor work plans, progress reports, payment certificates, variations and claims.
- Verify completed works before payment certification.
- Monitor project budgets and recommend corrective measures where necessary.
- Support procurement and contract administration.
- Establish and monitor quality assurance and quality control systems.
- Ensure compliance with occupational health and safety, environmental safeguards and infection prevention requirements.
- Monitor accessibility and safeguarding standards.
- Identify construction risks and ensure corrective actions are implemented.
- Coordinate with the Ministry of Health, Regional Health Bureaus, contractors, consultants and facility management teams.
- Participate in technical meetings, site inspections and project reviews.
- Prepare construction progress reports, risk registers and technical updates.
- Maintain project documentation, inspection reports and construction records.
- Coordinate practical completion inspections, commissioning and facility handover.
- Monitor contractors during the Defects Liability Period.
- Perform other duties assigned by the supervisor.
Eligibility
Applicants should have significant experience in infrastructure design, construction or project management, particularly within healthcare infrastructure.
Candidates must also have a renewed professional registration or licence with the Ethiopian engineering regulatory body, such as the Ethiopian Construction Authority (ECA).
Requirements
Applicants should meet the following requirements:
- Master’s Degree preferred, or Bachelor’s Degree in Civil Engineering, Construction Engineering and Management, Structural Engineering, Architectural Engineering or a related field.
- Minimum 10 years of progressively responsible experience in infrastructure design, construction or project management.
- At least 5 years of experience managing hospital or health facility construction or renovation projects.
- Experience with donor-funded infrastructure projects involving organizations such as the World Bank, AfDB, Global Fund, USAID, UNICEF, UN agencies or similar institutions.
- Experience in contract management and construction supervision.
- Knowledge of quality assurance and engineering design review.
- Experience coordinating multidisciplinary engineering teams and government stakeholders.
- Knowledge of FIDIC principles and contract administration.
- Experience with Bills of Quantities and cost estimation.
- Knowledge of construction scheduling and project management.
- Understanding of occupational health and safety and environmental and social safeguards.
- Strong risk management and problem-solving abilities.
- Proficiency in AutoCAD, Revit, MS Project or Primavera and Microsoft Office.
- Strong project management and construction management skills.
Duration
One year, with the possibility of extension.
Location
Addis Ababa, Ethiopia, with frequent travel to project sites across Ethiopia. The role is expected to involve more than 60% travel.
