About the Role

The Evaluation Specialist will support the terminal evaluation of a UNEP and Green Climate Fund project focused on strengthening Bahrain’s water sector against climate change.

The project addresses water scarcity, climate-related risks, groundwater protection, water demand management and institutional capacity. The evaluation will use quantitative and qualitative methods to assess project achievements, outcomes, impacts and lessons.

The consultant will work with the Principal Evaluator and UNEP Evaluation Office while maintaining independence from the project’s implementation.

Key Responsibilities

  • Conduct preliminary desk reviews and interviews with project staff.
  • Reconstruct the project’s Theory of Change.
  • Develop the evaluation framework and interview protocols.
  • Prepare the evaluation schedule and Inception Report.
  • Conduct detailed interviews with implementing agencies, partners and stakeholders.
  • Review project documents and analyse evaluation evidence.
  • Participate in field missions and visit project locations when required.
  • Maintain regular communication with the Evaluation Manager.
  • Draft and finalize the Main Evaluation Report.
  • Prepare a response to comments and, where required, an Evaluation Brief.
  • Maintain constructive stakeholder relationships while protecting evaluation independence.

Requirements

Applicants must have:

  • A Master’s degree or equivalent in environmental sciences, climate change, water resources management, international development, evaluation or a related field.
  • A minimum of seven years of relevant professional experience in Bahrain.
  • Experience in climate change adaptation, water resources management and evaluation.
  • Demonstrated experience evaluating projects, programmes or policies at country level.
  • Strong technical knowledge of climate change adaptation.
  • Experience with water resources management and climate resilience is preferred.
  • Fluency in written and spoken English.

Experience evaluating UN projects, particularly UNEP projects, is desirable. Experience with Green Climate Fund-financed projects and Bahrain government institutions is also an advantage.

A Bachelor’s degree in a relevant field plus two additional years of qualifying experience may substitute for the advanced degree.

The successful consultant must be based in Bahrain during the assignment and available for field visits within the country. Arabic proficiency is desirable.

Applicants must also have had no prior involvement in the formulation or implementation of the UNEP projects or programmes being evaluated.
