About the Consultancy
IOM is supporting the Government of Uganda in strengthening diaspora engagement and its contribution to national development.
The consultancy will help finalize the National Diaspora Policy following previous consultations, technical reviews and completion of the Regulatory Impact Assessment. The consultant will facilitate stakeholder validation and prepare the implementation framework needed for government review and approval.
Key Responsibilities
The consultant will:
- Review and revise the existing National Diaspora Policy draft.
- Incorporate findings and recommendations from previous consultations and technical reviews.
- Develop an inception report, methodology and detailed workplan.
- Facilitate a national policy validation workshop.
- Present the revised policy and guide stakeholder discussions.
- Document stakeholder feedback, consensus and proposed amendments.
- Prepare the final draft National Diaspora Policy.
- Develop a National Diaspora Policy Implementation Strategy.
- Define strategic priorities, institutional responsibilities and coordination mechanisms.
- Develop monitoring, evaluation and reporting arrangements.
- Prepare a costed implementation workplan.
- Document the consultation, validation and policy development process.
Key Deliverables
The assignment will produce three main sets of outputs:
Deliverable A: Inception Report and Reviewed Draft National Diaspora Policy.
Deliverable B: National Policy Validation Workshop and comprehensive Validation Workshop Report.
Deliverable C: Final Draft National Diaspora Policy, Implementation Strategy, Costed Workplan and final consultancy report.
The final outputs must align with the Government of Uganda Policy Development Guidelines.
Requirements
Applicants must have:
- A master’s degree in political science, public administration, public policy, social sciences or a related field.
- An equivalent combination of education and professional experience may be considered.
- At least 5 years of relevant professional experience.
- Experience in participatory research, particularly diaspora engagement, labour migration or capacity building.
- Strong understanding of diaspora issues and relevant policy or legislative practices.
- Understanding of migration issues.
- Experience preparing professional reports and public presentations.
- Excellent public policy research and analytical skills.
- Excellent policy writing skills.
- Experience engaging government and private-sector stakeholders.
- Strong written and verbal English communication skills.
Experience developing research tools will be an advantage.
